Acting Executive Manager, Policy and Research
Kellie Horton has extensive experience working in the public health sector developed through policy and practice-focused roles, with over 20 years in the community sector, local and state government, and non-government organisations.
Kellie joined VicHealth in September 2009, motivated by the organisation’s commitment to an equity-focused approach to health promotion and became a member of the executive team in 2016.
During her time at VicHealth she has led the development of Fair Foundations: The VicHealth framework for health equity and more recently, implementation of the VicHealth Local Government Partnership program. Kellie has worked closely with a range of government departments on new legislative proposals and amendments that aim to improve the health and wellbeing of all Victorians.
Kellie has qualifications in health science and holds a Master of Public Health from Deakin University and Master of Public Health Practice from Flinders University.
